  Introduction

   5. Funding for Works

  • Environment Agency is delegated by Defra to distribute funding
  • To fund capital schemes by EA, Local Authorities and Internal Drainage Boards
  • Nationally £308m capital expenditure this year rising towards £500m over next 3 years
  • Medium Term Plan Romsey & Lower Test Strategy planned for 2009-11
  • Schemes’ priority judged on achieving ‘Outcome Measures’ as set out by Government

  Outcome Measures: Schemes

  • Overall benefits – cost/benefits of scheme. (Natural and historic environment and social benefits included where possible)
  • Households at risk – No. households at risk, in four probability bands (very significant, significant, moderate or low)
  • Deprived households at risk - reduction to the most deprived communities to be targeted
  • Nationally important wildlife sites –government target to have 95% of Sites of Special Scientific Interest in favourable condition by 2010
  • UK Biodiversity Action Plan habitats - increase in BAP habitat achieved.

  Outcome Measures: Non-scheme

  • Flood warning – improved model for Tadburn & Test are being evaluated
  • Contingency planning - Local Resilience Fora emergency response plans to satisfactorily address flood risk.
  • Inappropriate development - households covered by planning consents despite Environment Agency objections on flood risk grounds.
  • Long term policies and action plans - high-level plans for managing flood risks are developed.

  Romsey & Tadburn Lake baseline study

  1. Indicates 1586 properties & 135 commercial at risk
  2. Study model suggested greater area at risk than zone 3
  3. Economic assessment suggests good cost benefit
  4. Better modelling is needed – currently undertaking a 2d model using Lidar data, due to report in next 3 months
  5. Options range from:
    • Continuing existing maintenance
    • Improve existing structures
    • 3 Major construction options aim to give 1:50 standard of protection

  Economic Justification

  • Improve to 1:50 globally give £112m Present Value benefits
  • Construction costs £4m+
  • Climate Change may change 1:100 now to 1:50 yr return period over next 50 years (risk doubles)
  • Present Value Benefits would rise to £192m
  • Additional benefits will be gained by protecting transport routes & listed buildings (not assessed in study)
  • Further detailed modelling is needed to confirm findings (currently underway)

   6. Climate Change

  • Defra recommend 20% additional flows over next 100 years
  • Chalk streams may not increase as much (Tadburn more vulnerable)
  • Possibly wetter winters & dryer summers
  • More intense storms – summer thunderstorms affecting surface water flooding (pluvial)
  • General agreement by climatologists global warming is happening due to man’s influence
  • But still much uncertainty
  • Our assessments take a range of scenarios with the aim to allow for defences to be improved over time as necessary
  • We all need to adapt......
